Replace Old Inactive Moderators + Update Moderator Perms

This is something i brought up a while back, but at that time the forum was dead as hell so it was fair enough to not have it implemented.

Now though, I feel like it shouldn't be something that's skipped over. Provided this forum will continue to grow and become more active, there will be an undeniable need for better and more active moderators. The last member of staff other than me online was Mr E. Nigma, that was over a month ago. the last one beyond him was Ryan, which was over 2 months ago, beyond that no one has been online since 2016.

To add to that, the only permissions moderators currently have is the ability to move posts in the site suggestions board.

It's because of this that I Lord Boognish, formally suggest that you should open a new board for moderator applications and update the perms so that we can actually function as moderators and enforce the rules and deal with any violations accordingly instead of just reporting it to eric and waiting for him to come on to deal with it.
