Since the Rugrats Theory is pretty...Well...wtf?...
I've thought up a more plausible theory. Something that could actually happen irl. Maybe sooner than we know.
Here goes...
Stu Pickles is actually a genius toy inventor who created Tommy for Angelica (a single child) to play with. She would also get some socialization skills she would need for when she goes to school since she doesn't like to share.
But since the loss of his wife. Stu created Chuckie for Chaz as a way to deal with her death and have a companion to ease him back into reality. Which actually starts to help since he marries Kira later and gets a new child, Kimi.
When Betty and Howard found out they couldn't have kids like they always wanted, Stu created the twins so they would have a big family, one for Betty to rough house with, and one for Howard to bond with domestically.
Of course there were some kinks in the inventions, like they wouldn't stay where placed, angelica would make them steal for her, and they just kept getting the house messy. So Stu created Dil. The one baby who doesn't move on his own, doesn't talk, and is just satisfied in life so he doesn't wander looking for more.
Before moving these inventions out into the real world he had to run tests on them. And so, the rugrats were put into situations where they had to make decisions. They always strayed away from what was intended and so, Stu spent almost a decade perfecting his inventions. Angelica has no knowledge of the babies being fake Which is why she always says, the babies did it. The adults could not have her knowing the babies were AI's so they place blame on her.

Well y'all, that is my theory so far. I've loved the Rugrats since forever, but I was always amazed at how they would get into these odd situations and totally get away with it. It was so crazy but also hilarious. Anything to add? I know its not as creepy as a crack baby thats hallucinating all of these babies....well, that was just juvenile imo...
